OneNote Powertoys - How should they be properly installed?

I have been unsuccessful in using the Power Toy (send to OneNote from
Outlook.)

It does download and does install, but when Outlook 2003 is
restarted -- the new OneNote button and associated OneNote options menu
DOESN’T appear anywhere on Standard toolbar for Outlook 2003.

So I am unable at this point to send selected emails from outlook to my
OneNote Notebook.

What can be done to fix this problem?

There is no official support for "PowerToys" but are you running any other
plug-ins for Outlook? I'm not sure if it required, but to you have
Microsoft's .NET Framework 1.1 installed?

You also need to install the Outlook support for .net add-ins. This is a
different thing from the .net framework you see in Add/Remove programs. It
is in office setup - go to advanced customization, then in the tree that
shows up, open Outlook, and choose the first thing (.net programmability
support)
