OneNote sections should repblish to the same place as they were last published.
Currently selections are republished by defaults to the last location that
any element was published to. (there are no choices when this is done)
Individual selections could then always be republished (without effort) to
overwrite the original published data.
This eases the use, and introduction, of OneNote in environments were few
users are OneNote users.
