Does anyone know if Microsoft is going to release a OneNote server
similiar to Exchange or perhaps even integrated with exchange. So
people can have personal notes accessible on multiple machines, stored
on the server and public notes available to all?

They already did. It's called "SharePoint". :)

Since OneNote works with "files" (as opposed to database views like
Exchange or SQL, or web pages/applications like in IIS) then there's really
no point to having a server application specific to OneNote. It's like
asking if there will be a Word server or an Excel server.

If you want pages shared with yourself from multiple locations, or with
other people, you can store the fiels on a file server, and OneNote will
handle the locking and indexing of the files. You can also share a note
and collaborate on it with other people using the enhanced sharing features
of the SP1 preview.

You can also publish to a SharePoint server as well.
