OneNote should allow imports of PDFs.

I am a student and a researcher and have recently acquired a Tablet PC and
OneNote 2003. I was disappointed that I can't import a PDF into OneNote, as
most of the articles I read are in PDF format and I presumed using OneNote
would mean I would no longer have to print the PDFs and manually highlight
key sections and write in the margin. OneNote allows this with Word Docs, so
why note PDFs?

I imagine it is from a sticky Intellectual Property point of view that PDF
support isn't in OneNote rather than a technical reason.

There is a third party utility found at the URL below which allows for
printing of any file (including PDFs) into a page in OneNote.

A product similar to OneNote in many ways, called "GoBinder" inports PDF's as
I understand it.
