OneNote should have shortcuts for international characters.

In word it's very easy to create international characters w/ keyboard
shortcuts. For some reason, this feature doesn't seem to work with OneNote.
Thus, it is hard, for instance, to switch back and forth between Spanish and
English.

One trick I use a lot in OneNote is to create special AutoCorrect shortcuts.
I don't use it for international symbols, I use it for mathematical symbols,
but it might work well for that too. Go to Tools->AutoCorrect and then enter
in your most commonly used symbols along simple mnemonics. You can copy
symbols that you can't type easily from Character Map
(Start->Run->"charmap"). For example, I have _>= insert the
greater-than-or-equals sign, _int insert the integral sign, _alpha, _beta,
_gamma, and so on insert Greek letters, etc.
