Development Suggestion:
Personally, I use a mouse with OneNote and freestyle drawing is cumbersome.
I think, at a minimum, the basic basic drawing tools available in the other
Office components should be accessible in OneNote also. Since OneNote is
supposed to be more dynamic, maybe some advanced drwing tools would be in
order.
Another problem I have is that highlighter marks don't stay with the text
when I rearrange a page. This has proven to waste more time than it saves.

Often requested item, and probably will come along at some point. If you
were on a Tablet PC, you could use freehand in OneNote without a problem.

There are two ways to highlight text. It sounds like you are using the pen
highlighter (found in the pens toolbar), which does not associate itself with
typewritten text. If you are using a keyboard to enter text, use the
highlight function found in the formatting toolbar, which works just like MS
Word.

It seems ON just doesn't support OLE at all. You can't do
insert object of any kind, including Microsoft Draw,
Excel, Visio, equation editor, etc.

I tried Corel Grafigo, which lets you draw freehand and
then recognizes rough rectangles and converts them to
perfect ones, etc., but Microsoft doesn't support the
Grafigo file type, so you can't insert Grafigo drawings
into Word or anything, either, except as pictures--a real
pain if you ever want to make a change.

I hope Microsoft will think about Grafigo-type features
for all tablet pc applications.
