OneNote should let me convert a page to a subpage and vice-versa.

Conversion of a page to a subpage (and vice-versa) should be supported in
OneNote.
For example, when I print something to OneNote, it automatically makes it a
page. There needs to be a way to make it into a sub-page (as opposed to just
manually copying the material onto a new subpage).
From what I can see, that's not an option at this point.

Part of the problem in converting a given Page into a Subpage is that
it's not automatically clear which other Page is supposed to become the
new parent Page of this Subpage.

If you select several pages at once (by using Shift- and Ctrl-click on
the Page Headers) you can right-click and choose "Group Pages". This
will put all of the selected pages into a Parent Page/Subpages grouping,
which should achieve what you want.
