"To create a link to any section in your notebook, type file:, and then type
the section's file name and extension (for example, to create a link to the
General section, type file:general.one."

We need a dialog box to 'browse' to the file/note name

It's not something that is available in the current version. It's been
heard loud and clear by MS as a requested feature for the next version.

I would also stress the point that this dialog would also provide the option
to specify the link to a particular page + particular container + particular
line or somekind of tag or bookmark. (somewhat like MS word's bookmarking
and cross-reference engine).
