it does, look in the system tray, you should see the OneNote icon with
the caption "open new side note" , this lets you start a side note
faster, if your maximize the side note you get full OneNote user
interface .
theres also a section in the help for additional startup options titled
"Customize how OneNote starts "

Customize how OneNote starts
To modify how Microsoft Office OneNote 2003 starts on a one-time basis,
you can add switches to the Microsoft Windows Run command (Start menu).
If you plan to use a modified startup method frequently, you can create
a shortcut on the Windows desktop.

Note Some of the features or functionality described in this topic are
available only if you have installed Microsoft Office OneNote 2003
Service Pack 1. To learn more about the service pack and how to
download it, see Service pack features in OneNote 2003.

Add switches to the Run command

On the Windows Start menu, click Run.
Enter the path to OneNote, such as "C:\Program Files\Microsoft
Office\Onenote.exe", or click Browse to locate it.
At the end of the path, type a space, and then type one or more startup
switches.
For example, to paste the contents of the Clipboard onto a page in the
Side Notes section, type the following startup switches:

/sidenote /paste

Create a desktop shortcut

Right-click the Windows desktop, point to New, and then click Shortcut
on the shortcut menu.
In the Type the location of the item box, type the path to OneNote,
such as "C:\Program Files\Microsoft Office\Onenote.exe", or click
Browse to locate it.
At the end of the path, type a space, and then type a startup switch.
