OneNote - Sync Error

I am new to OneNote so I will try to explain as best as possible.

We have a department that uses OneNote, it has a OneNote share on a file
server and about 10 people can access and go about there business. Two of
these uses constantly get an error when synchronizing (which is set to
automatic). The error reads:
OneNote cannot access the section file. (Error code: 0x5)

This appears in the Error tab of the Shared Notebook Synchronization window.
On the Sync Progress tab the progress column displays: Not Connected

This would appear to be a permission/access issue however, the users in
questions have identicle access rights. In fact, these users were using the
system with no issues until recently (a week ago).

They both have Windows Vista Ultimate with SP1 installed and Office 2007
Enterprise with SP1 installed and they both have the KB950130 update
installed as well.

I took one of the users systems and completely removed OneNote from the
Office suite install including renaming the local application data folder. I
then installed OneNote 2007 from a stand alone copy I had, updated it with
SP1 and verified the KB950130 update was installed as well. After all that
the user gets the same error.

I had also logged into the system in question with another user, I had no
problems using OneNote with this user on that system. This leads me to
believe that it must be something either profile based or Vista even though
all the other users have no complaints about OneNote and run Vista as well.

Windows 2003 Server w/SP2
Windows Vista Ultimate w/SP1
Office 2007 Enterprise Edition w/SP1
OneNote 2007 w/SP1 (KB950130)

Any more information in the server or PC event logs?

If I understand correctly, some users can utilise these "problem" PCs
without the error. Can the "problem" users utilise non-problem PCs without
error?
(trying to pin down whether it is device or user account related)
