If a user has Encarta installed locally then OneNote should be able to use
that as a reference rather than needing internet access.
Not everyone has always on Internet and those of us that do don't want
everything connecting all the time. Add to that the metering of usage that is
happening now and going off to get information online that is already on the
disk is just plain silly.
