Repro:
1. Open a long OneNote page
2. Zoom in to 200%
3. Scroll to the bottom of the page
4. Switch to another page
5. Change zoom to 100%
6. Switch back to long page
Observed:
Scrollbar is at the bottom of the page, but the content of the page is
actually only at the middle of the scrollbar: the page seems to keep the
scroll range of the zoomed page, even though the content now takes up less
space (since the zoom has changed)
The result is that the user must scroll up by quite a distance before
encountering the bottom of the page's content.
Expected:
The page should show up in a scroll state consistent with the zoom level. If
the page was last zoomed and scrolled to the bottom, it should continue being
scrolled to the bottom of the content in the unzoomed mode.
