[Online Training Manual]

I am tryin to create an Online Training Manual for work. What type of
template would I use? It will have a front page and Navigation Links/how do I
make the navigation links accessible?

It kind of depends on the scope of the project.

Which version of Publisher are you using?
How many pages?
Do you have a hard copy version of a training manual now?
Have you seen another training manual already online that you like and want
to emulate? If so, post a link to it.
Have you looked at the templates in Word? There are templates for manuals
that could be adapted. Consider:
