Only allowing one person at a time to use a spreadsheet.

I have multiple people using a spreadsheet and I want to lock the spreadsheet
so only one person at a time can use a spreadsheet. How do I do this?

Use the same method that your municipal library uses:

Have the user who wants to access the file physically remove it from the
server to their local harddrive and also leave a message indicating their ID
information.

Other users:

1. will not be able to view or modify the file
2. will know who has "borrowed" the file.
