Only One User open Access database

i have database Access 2003 , transfered from old server to new one ,
database exists on shared folder , all users have full permission on it,
problem that onely one user can open database and no one can opened , though
the connection state on database is shared not locked on file level but on
records level

so i dont know what to do ?

Something similar happened to me, and it wasn't the fault of the database.

It seems the network folks (who swear they didn't know how it happened)
changed the permissions on the folder/subfolder structure. This caused only
one person at a time to be able to use the db.
