only organizer can update calandar

I'm using outlook 2000 and in this version only the
meeting organizer can update a calandar item. In Outlook
2002 or 2003 has this changed? Technically, if I am not
the organizer I can update an item, but it does not show
up on the other attendee's calandar, only mine.
