ONLY PRINTING 4 LABELS ON 1 PAGE

I am trying to create labels for a couple hundred recipients, but only four
recipients will print on a sheet. Also, they are printing in the middle of
the sheet.
How can I make it fill up an entire sheet when it prints?

Did you start with a label template? What program and version are you using?
