Only Resources Assigned to Tasks Appear in PWA 2003 View

I've been tasked with creating a view in MS Project Web Access 2003 that
shows all resources assigned to a project, but I'm having trouble in that
only resources assigned to a task are showing up.

The view is in Portfolio Analyzer. It contains the following columns:
Project, Resource, Work, and Actual Work.

Example: In Project ABC, I added three resources - John Doe, Jane Doe, and
Jessie Doe by going to the Resources information > Specify people and
equipment for the project > Add Resources from Project Server > Build Team
from Project Server > Chose the resources and clicked on Add. These resources
are now assigned to the project, but not to any tasks associated with the
project.

I assigned Jane Doe to one of the tasks, but I didn't add the other
resources to any tasks. I published the project and rebuilt the cube.

Now, Jane Doe is showing up in the view that I have, but the other two (John
and Jessie Doe) don't show as associated with that project.

Any ideas?

Joanna --

Your best bet would be to assign all resources on the project team to at
least one task in the project. If they are not doing any actual task work,
you might consider adding them to a Milestone task. Hope this helps.

So, there's no way to show resources assigned to a project but not to a task?
