Only rotate a handle 15 degree steps

I have moved the pin of a shape to the top edge. When I try to rotate, the
shape rotates in 15 degree intervals.

In my previous version I could drag any handle any amount I wanted but now
only the top handle works.

I have checked all my options and disabled Glue/Snap etc but cannot see why
this is happening.

The rotation increment is determined by the proximity of the mouse pointer
to the shape. When you rotate, don't worry about keeping the mouse directly
on top of the rotation handle. Once you mouse down on the handle, move your
mouse farther away - making a bigger circle with your hand. Hopefully it
won't take long to get the hang of it and have precise control over the
rotation.

For Visio 2003, we changed the distance you need to be from the shape for
each rotation interval. This was intended to make it easier to rotate to
30, 45, and 60 degree angles since these are the most frequently used.
