Onpublishing event and config file

hi
i devlop an Onpublishing event handler in the server
i like use a config file for my library ,for that i using the setting
file of the library ,and before build i get the mylibrary.dll.config
where are stored my parmas for my event library.
i put my event library in the gac of the server and my config file in
the same directory
but when i modify params in the config file the params is not change
in my library
