Open Custom Sub-menu link in NEW WINDOW

Good day,

I'd like the action menu link to open the link in a New Window not inside
the PWA Interface.

The reason: I'm providing an easy to use link to go to the Public Documents
without clicking "Documents"-->"View and upload public documents". When I
provide the URL for the sub-menu it opens inside PWA and it is funny looking
to see the logo and menus twice. So I just supplied the
"http://projectserver/sites/MS_ProjectServer_PublicDocuments/_layouts/1033/viewlsts.aspx?BaseType=1"
but there is still two sets of menus; one for PWA and one for SharePoint.

Any ideas?
