Open Dialog Box in Excel 2007 Scrolls Past Files

When I tried to open a file, I scrolled down in the Open Dialog Box and could
not find the file I wanted. I then realized that scrolling a page forward
causes the box to scroll more than one visible page. This means that files
just past the bottom of the box end up just above the top of the box after
scrolling a page and are missed. This is unacceptable. How do I fix this?
