Open directly to Contacts

Depends on the version of Outlook, but it's in Help. For most recent
versions, a shotcut employing the /select command swithc should work. Your
shortcut's target would be

"%ProgramFiles%\Microsoft Office\OfficeXX\outlook.exe" /select
outlook:Contacts

where "XX' depends on your Outlook version, which you decided wasn't
important enough to mention.

Tools->options->other->advanced - change the folder to contacts.
