Open Error PST Message

My office manager recently tried opening up newly archived PST email files and received the following error message:

"These files are used by the operating system and by various programs. Editing or modifying them could damage your system."

Could someone please give me a heads up as to whether or not opening any of them would damage the file and/or the server?

Clearly he's using a program OTHER THAN Outlook to try to open the archive
PST. You can't. You must open the archive PST from WITHIN Outlook with
File>Open>Outlook Data File.
