Open exact thumbnail picture - not a different one

I have many jpg pictures. When I view as thumbnails, they show each
different picture. However, no matter which different picture I open, only
one picture opens. In otherwords, I open Pic 456, but Pic 123 opens. I try
Pic 789, and Pic 123 opens. I have tried everything. If I open with windows
picturer and fax viewer, the correct picture opens. What is going on and how
can I fix it? I want top open in Picture Manager. I know this isn't the
right discussion group, but couldn't find one for Picture Manager.

Delete the thumbnails from the OIS folder.
It is in a folder similar to this...(hidden)
C:/Documents and Settings/user/Microsoft/OIS
