open exclusive system table

I am getting the following message in Access 2002:

The table 'MSysAccessStorage' is already opened
exclusively by another user, or it is already open through
the user interface and cannot be manipulated
programmatically.

I have a multiuser application, where a dozen users are
accessing a back end database on a server.

Any idea what is causing this and how can I avoid it? (I
recently upgraded from 97 to 2002 and never experienced
this in 97. Also, and maybe more importantly, I am running
my app now on Citrix.
