Open File/Open Web Problem

I am using Frontpage 2002 (Release 10.2623.2625) running under Windows XP
and have encountered a problem -

I used to be able to navigate through my folders in FrontPage and when I got
to a web folder, it knew to Open Web. Now when I click on a folder while in
Front Page it immediately wants to convert the folder to a Web and add
FrontPage stuff to the folder. Is there a setting somewhere that will make
it so FrontPage won't try to convert my folders to Webs while I am just
navigating through my file structure?

When working with FP, you always need to be working within a web.

You should always use File Menu | Open Web first before doing any work on
your web content, or you will end up with content only you can see on the
internet, since it will be pointing back to your local HD.
