Open license and Upgrades

We are about to upgrade 70 computers to Office 2003BE. All these computers
were purchased with Office 2000 already installed. So I call to find out
about Open Licensing. I would have to purchase 70 full editions costing about
$170 more per license just to be able to get Open License, because there is
no upgrade path with office using open license. So much for open license! I
will go out and purchase 70 boxed upgrade licenses instead. Yes it will be at
bit more of a pain to manage the licenses but I'm saving almost $12,000.
Hello Microsoft!!! does this make any sense?

Talk to Microsoft about this licensing. This is not Microsoft, and
anything you read here will be simply (and probably un-informed) opinions.

You could also consider moving to software that doesn't have such
licensing terms. Up to you.
