Open Outlook if Not Open

A newbie to VBA.

I have a user supplied Word Template that "has" to have
Outlook running. It opens in ready to mail form.

How can I upon opening of the document check to see if
Outlook is running (we are running either XP or O2K3) and
if not, open it up as the template is opening.
