from the "file" and is then listed as a folder on the Outlook

I currently have three *.pst folders in the Outlook 2003 program. The
default folder is Personal Folder with the daily email etc. The other
two that are shown are special projects. When I tried to open another
*.pst from the data management function, the error message comes
up "out of resources". I have over 1.5 gig free according to the
description in the "task manager"/ performance display.
OK, you actually meant PST files, not folders. I'm still unsure what you
mwant by "I can load 3 PST files (open or closed)" because if they're
already open, you have no need to open them again, but while I found your
terminology confusing, your explanation told me what you meant.
As I said, though, we have a lot of people who keep more than three PSTs
open and have no trouble opening more. If what you describe were happening
to me, I'd try it when I've opened Outlook in safe mode to see if the
behavior still occurs. I'd also make sure nothing like Google Desktop
Search or antivirus or -spam mail scanners were active. I'd also try a new
mail profile if those didn't pan out.
