Open Project vs. Project Center

Does the RBS relationships dictate who can open projects with the
client software (read only) or who can see the projects via project
center?

A combination of the RBS value for each user plus their membership in
various security Categories (through Groups) controls who can see what
projects and what resources in both Microsoft Project Professional and
Project Web Access. Depending on how you structure the RBS and security
Categories such as My Projects, you can create a very restrictive
environment in which project managers can only see and open their own
projects, and in which project managers can only see and assign resources
directly below them in the RBS structure. Or you can create a completely
open environment in which project managers can see and open every project
and can see and assign every resource. Hope this helps.
