Open txt but file origin show in wrong value

Hi,

I'm trying open a txt file (saved with shift-jis encoding, code page 932), but the file origin selected with 1258: Vietnamese (Windows) instead of 932: Japanese (Shift-JIS). Anyone know what's wrong with it?
