opening a access 97 database with acess 2003

Hi all,
I am upgrading several depts with office 2003. The problem is that all
other depts have office 97 installed. We have a database stored on our 2000
server with the mdw secure file.
When I join the 2003 user to the workgroup it joins them but when they try
to open the database it asks them to convert it.
Since this is a shared database on the server I don't want it converted
because then the 97 users cannot open it.
My question is how do I allow the new 2003 users access to the database
without converting it?
Also, I joined the user by going to tools and security. Can someone tell me
what the workgroup administrator file is name now in 2003? I use to go to
wrkgadm.exe to run the workgroup administrator.
I have the security settings disabled with group policy for the users so as
administrator I will need to join the users to the database. In the past I
just have a shortcut that I can run the workgroup administator file.
