Opening a .doc file

Every time I try to open a saved word document (.doc
extension) it opens up as if the document is a web page.
You can made changes, but there are no toolbars, etc.
This makes it hard to edit or make changes. I have
deleted and reinstalled Office and it still does it. Any
suggestions?
