Opening a file using wildcard characters

When I try opening a file, I get

We moved from Windows NT to Windows 2000. When I try using
*.* as filename when trying to open a file, I get the
error:
'You do not have access to the folder' error.
Never happened on NT. Does not happen when I use Excel
2000.

I have Excel 97, SR2 alongwith Windows 2000.
