Opening a Locked File to make changes

I have setup a shared file on a network. At this point I have not
established any security for the database, however at times I need to make
modifications to forms/queries/code and I am prohibited from doing so until I
can have everyone exit the database. Is their a way for me to override the
file while other users are in it to take exclusive control? Waiting for all
users to exit does not always work since some of the changes need to be made
right away. Any suggestions?
