Opening and saving Excel files

When I try to open a file from File-Open, it does not give
me the open box to choose what file to open. I also
cannot save or save as when I go to File-Save/Save as...
If the file already has a name, I can then save any
updates, but if it is a new file, it will not save...
suggestions?
