Opening database

I can open the database perfectly, it is stored on a
server. But there are some users trying to open the
database and they are getting an error "the database is
read only", they then try opening a drawing which is
a .pdf file and they are getting an error saying "run time
error 3027. cannot update, database or objects is read
only."

What permissions do the users have on the directory on the server?

AS a test, have you tried copying the database over to their computers and then
running it?
