Opening in design mode

Hi all

Every time I open a certain document I have to manually
open the control toolbar and turn off design mode. It doesn't matter how I
save it,it allways opens this way

Any ideas

Is your macro security set to "high"? If you set it to medium, do you get
prompted about trusting macros in this document?
