Opening jpg attachments in Outlook

Ever since the Service Pack 2 update, when I try to open an jpg attachment
(default viewer Office Picture Manager), instead of opening the picture it
opens a screen that looks like the icons in a program folder. I have changed
the default program to Windows Picture & Fax Viewer in folder options, and it
will sometimes open the pictures then, but it keeps reverting back to Picture
Manager. As per previous post, DDE is enabled.

Any other suggestions? Thanks
