Opening other users calendar in outlook 2000

At my company we have it set up as default that all users are permissioned and able to open any other users calendar. Recently one user was having problems doing this and recieved the following error message

"Unable to display the folder. Cannot open the mailbox for this user because the user does not have a server mailbox"

All other users including myself are ok to open up this users calendar fro FILE, OPEN, OTHER USERS FOLDERS.

Please help

Return this user's delivery to the Exchange mailbox, not personal folders.
