Opening Outlook 2003 email attachments in Outlook 2003

When an Outlook 2003 email is attached to a message that is sent to an
Outlook XP user, the Outlook XP user can not read the attached email. It
seems like there is a new format with Outlook 2003 messages. This only
happens when the Outlook 2003 user actually tries to add an original message
by inserting it as an attachment. Does anyone know what the best solution to
workaround this problem is for the Outlook XP recipient?
