opening ppt from explorer (2000)

Why doesn't my Windows 2000 desktop open into a Powerpoint
window when (a) I launch a ppt file from Windows Explorer
and (b) there is a ppt file already open on the desktop?
The file icon appears on the taskbar, but Windows Explorer
stays open and on top. I can't even open that file's
window by clicking on the taskbar icon; I have to bring
some OTHER window to the top of the desktop first and THEN
click on the one I just opened. Very annoying.
