Opening Projects

I have read a few manuals, looked at security, but am still having a proble
with this. How can I have Project Managers, when opening projects from the
server, only open the projects they are managers of for read/write, and
securing those projects to read only for everyone else? We do not really
care who opens the project for read purposes, but only the managers should
open their projects.
