opening quotation marks show at baseline

My sister set me a Word 2007 file asking me to see if I had the same problem
that she does. Whenever she uses the opening quotation marks they show at
the baseline, where the bottom of the letters sit, rather than at the top of
the first letter of the quote. The closing quotation marks are at the top,
but are facing the wrong way, the way the opening ones should face.

the other issue is that the apostrophe faces the wrong way, although this
auto-corrects as soon as the space bar is used at the end of the word.

When I type in the document my sister sent, the same thing happens for me,
though it does not happen in my own documents.

She has checked the language setting in her computer and they are set for
English- United States.

Any suggestion about what else she might try in order to clear this problem?

The language is bound to be the issue. Just changing the language at this
point will not change the quotation marks, I suspect, but it is almost
certain that there is another language somewhere in the document.

Thank you Suzanne. I did have my sister check the setting on her computer,
and they are set to English USA.
Is it possible that there is a corruption that was downloaded into her
computer? She said that this document was sent to her, but that now the
setting are different in new documents that she begins.

I also went through each of the language settings for English and applied
them, and none of them used the quotations that way. Although as I imagine
it could be quite a number of other languages that use this notation.

That's how open-quotes should look in German. Maybe it _says_ it's US
English but isn't really.

Are you saying this happens in every document, or just in the one she
sent you?

On my computer it is just in the document she sent me. However on her
computer, it is now true on all her word documents.

Could setting in a particular document alter the setting in the Word
program? and yet not in the control panel of the computer?

YES!! We are at least partway there!!!

Thank you to Suzanne and grammatim for helping to solve this at least part
way! The document she sent me was set to German in Word: REVIEW:pROOFING:SET
LANGUAGE.
When changing that to English, any new typing is in the English format.

However. it is still the case that when she opens a new document it is still
in German. Is there a setting for the computer language, the Word program
language as well as the document language? We have the first and last of
these three set to English. and now I am wondering how to change it for the
entire Word program.
I am also wondering if when she saved this document on her computer, it
could have change her settings in Word so that all her documents are now
using the German language criteria.

Thank you so much.
When I went back to the language setting, I saw what I missed the last time,
which was a default button....which allow her to set the default for all her
Word documents. From the link you suggested, it seems it will not correct
the existing documents, however, she is now able to open a new document and
have it be set to the English.
