Opening shortcuts in Outlook email

Hi, new to this forum but have recently rolled out Windows XP with SP2 and
Office 2000. Now, when a user receives an email with a shortcut pointing to
a document residing on a network server, they get a message saying: "Windows
cnnot open this program because it has been prevented by a software
restriction policy. For more information, open Event Viewer or contact your
system administrator".

The event viewer has: "Access to C:\Documents and Settings\<user ID>\Local
Settings\Temporary Internet Files\OLK31\Shortcut to <document>.doc.lnk has
been restricted by your Administrator by location with policy rule
{dda3f824-d8cb-441b-834d-be2efd2c1a33} placed on path C:\Documents and
Settings\<user ID>\Local Settings\Temporary Internet Files\OLK*

We haven't instituted any software restriction policies. Dragging the
shortcut to the desktop first and then opening it does work. Is this a
security feature? a problem with Windows XP? Office? Outlook? How can I
fix it so users can open shortcuts directly from their email or is this
something I want to be able to let them do?
