A .wps file is one create by MS Works (the Word included in the Works
suite); see
http://support.microsoft.com/kb/884182. So what version of
Works did the sender use to compose the .wps document? Is it older than
version 6 (which means you cannot use the converter)? Maybe
http://support.microsoft.com/kb/943600 will help.
Later versions of Works (2001, and up) include Word which creates .doc
files by default. That means the Word that you have can read those .doc
file. However, old versions of Works default to creating .wps files
which was a different proprietary document format used by Microsoft that
was obscure (only used by Works users) and poorly supported even by
Microsoft. Microsoft's Office suite (the Word component therein) won't
import .wps. You have to use the convert utility mentioned in the above
KB article. That you got an .wps file means either the sender is using
an antiquated version of Works or they picked the wrong format when they
chose to save the document.
You said that you have Outlook 2003 installed. That says nothing about
whether or not you have Word 2003 installed, too (i.e., if you installed
Outlook 2003 alone or as part of a some edition of Office 2003).
When you save the .wps attachment from the e-mail to a file on your hard
drive, what happens when you double-click on that file? Does Word load
up to display the .wps file?
