Opening Windows Excel 2002 .xls files in Mac Excel 2008

I am attempting to open .xls files created in window excel 2002 and get the error message "Excel does not recognize this file format" I have an iMac with Leopard os. Am I doing something wrong??

How are you attempting to open it?

If over a network or from your email app, can you open it if you save it
to a folder on your hard drive?

Can you verify that the file was saved as an XL97-2003 format (as
opposed to XL5/95 or XL97-2003 & XL5/95 dual format)?
