opening word 97 files in word 2003

I transferred from word 97 documents over to a new computer with
office 2003 word and it gives me the following error when I try to
open the files:

You are attempting to open a file that was created in an earlier
version of Microsoft Office. This file type is blocked from opening
in this version by your registry policy setting.

Does anyone know how I change the policy setting so that I can access
these files?
