Opening Word or Excel File Problem

When I download a file it opens the program but doesn't open the file (download a .doc file from my email and it downloads to my desktop and opens the program but doesn't open the file). If I double click on the file on the desktop it does the same thing. To open, I have to open the program and select File-Open and navigate to the location of the file. How can I fix this so it opens properly?
